Abstract: IT Spending, Staffing & Technology Trends: Benchmarks by Organization Size – 2007/2008 provides composite metrics for all organizations surveyed in the small/medium/large organization size groupings. It begins with an introduction focused on overall trends in IT spending, staffing, and hardware platform trends. It then shows the IT intensity of the composite sample in terms of the percentage of employees that use IT and the number of desktops per user. The percentage of IT staff devoted to custom systems vs. packaged software is also provided. These metrics are useful in comparing the IT intensity of a specific organization to the intensity of the composite sample. This Benchmarks by Organization Size chapter summarizes IT operational spending in eight metrics by organization size, each of which is reported at the median, 25th percentile, and 75th percentile for the composite sample: - IT operational budget allocations, in dollars
- IT operational budget change from last year
- Expected change in IT operational budgets next year
- IT operational budget as a percentage of revenue
- IT operational budget per employee

The section on IT operational budgets includes a detailed analysis of IT operational budget line items as a percentage of the total IT budget. Line items include mainframes, high-end servers, midrange servers, low-end servers, storage systems, desktop computers (including laptops), printers, network infrastructure, telecom/datacom carrier charges, operating systems and utilities, application software, business continuity/DRP, security, personnel, recruiting, training, facilities, consumable supplies, outside services, and "other." Each of the following hardware platforms are described in terms of the percent of organizations where the hardware inventory is increasing, decreasing, remaining the same, or not installed: - Mainframes

The section on hardware platforms concludes with an analysis of the current average processing workload by operating system. First, two key staffing ratios are provided, which are useful for benchmarking an organization's overall IT staffing levels: - Ratio of employees to IT staff members

The report then presents IT staff level changes this year in terms of the percentage of organizations increasing or decreasing staff, and the staff level percent change at the median, 25th percentile, and 75th percentile. The staffing section also includes metrics on the annual training allocation in dollars per employee, the percentage of IT staff represented by contractors/temps, and IT staff turnover rates. The staffing section concludes with a breakdown of IT staffing ratios for 18 individual job positions, with each position provided as an average percentage of the total IT headcount.
